+
+- **Short**: 50–150 words per message
+- **Direct**: state purpose in first sentence

+- **Respect timezone**: don't DM at night local time
+
+## Compliance
+
+- Follow **WhatsApp Business policy**: no mass broadcast to non-opted-in contacts
+- Include opt-out in bulk messages: "Reply STOP to unsubscribe"
+- GDPR: for EU contacts, have consent on file
+- Keep a log in `state/whatsapp-outreach.log`
